Park & Facility Planning

Capital Improvement Plan (CIP)

The Capital Improvement Plan (“CIP”) is a five-year plan for the physical development of District sites, which include, but are not limited to parks, facilities, and fire stations. The Capital Improvement Plan encompasses projects from the entire District, which historically were managed separately within each department. This document is an inclusive capital project planning tool which reflects the needs of the entire District. It is an important planning tool for new construction, as well as the renovation of existing amenities. The CIP also outlines project workload, identifies funding sources and establishes project priorities. The CIP is updated annually, coinciding with the budget process.

Park Design Principles

The planning and design of parks within the District is guided by a Parks and Recreation Master Plan, which was prepared in 2018 and approved by both the Cosumnes CSD Board of Directors and the Elk Grove City Council.
